Emergency Services Director Franklin County

An employee in this class serves as the Director of the Office of Emergency Services, managing all aspects of the comprehensive Public Safety program including serving as the county's Emergency Management Coordinator, the county's Safety Officer, the county's EMS Director and the county Fire Marshal. Work includes long and short-term budget preparation and management, policy and procedure development, service delivery planning and implementation, and supervision of operations. Work involves accountability for personnel, equipment, and legal issues, developing relationships with various community public safety agencies and volunteer groups, and state and federal agency officials. The employee develops the County's Emergency Management Plans including the multi-hazard plan that involves considerable community coordination and promotion across agencies, school systems, hospital, and various County departments. The employee operates the emergency operations center in natural and man-made disasters. The employee develops and implements the county EMS Plan providing equable and professional level emergency medical services to all areas of the county. Work involves a broad scope of public contacts requiring negotiating skills. Work requires a variety of detailed technical knowledge, and considerable independent initiative and judgment. The employee is subject to the usual hazards in the public safety field in both inside and outside environmental conditions.

Special Requirements
Possession of a valid North Carolina driver's license.
Possession of a valid North Carolina EMT- Paramedic credential.
Must possess an Emergency Management Coordinator –Type IV or higher credential from the NC Division of Emergency Management.
Must possess a Standard Certificate – Fire Prevention 1 or higher credential from the NC Code Officials Qualification Board.
Completion of NIMS core curriculum courses to include ICS-100, ICS-200, ICS-300, ICS-400, IS-700, IS-701, IS-702, IS-703, IS-704, IS-800.

Minimum Qualification
Graduation from a four-year college with a degree in emergency management, emergency medical services, fire science or related field, and considerable emergency services experience including supervisory experience; or an equivalent combination of education and experience.
